Owners requiring turnkey construction of pipelines and facilities typically turn to the “design-build” approach. Key advantages of design-build are singular responsibility and time savings. With both design and construction in the hands of a single entity, or collaboration of corporations, there is a single point of responsibility for quality, cost, and schedule adherence. Utilization of the design-build process allows the owner to focus on timely decision making, rather than on coordination between designer and builder. Additionally, because design and construction are overlapped, and because bidding periods and redesign are eliminated, total design and construction time is significantly reduced. With the design-build approach, materials, equipment, right-of-way procurement, and construction work can begin before the construction documents are fully completed. The resulting time savings translates into lower costs and earlier utilization of the completed project.

OSCAR RENDA CONTRACTING believes in the advantages of construction via design-build. Through the efforts of the design-build partnership of OSCAR RENDA CONTRACTING and KSA Engineers, the Harrison County Project Supply Line was completed on schedule and within budget. This project had a tremendous time constraint of approximately 8 months. It took approximately 4 months to design and obtain the right-of-way for this project. This left 4 months, which is a marginal amount of time, to complete construction of a pump station, discharge receiving vault and 142,000 feet of 20-inch diameter pipeline. The pipeline served as conduit carrying reclaimed water discharged by the Longview Water Reclamation Facility located in Longview, Texas to the Entergy/Northeast Electric Cooperative Power Plant. OSCAR RENDA CONTRACTING worked 9,600 hours of overtime to complete construction of the pipeline and associated facilities on schedule. Considering the time and budget constraints, the design-build approach was the most practical construction methodology to complete this project. OSCAR RENDA CONTRACTING is proud of this project, which is considered by many to be a marquis design-build project.
